I. Call to Order
Ms. Barrett called the meeting to order.

II. Welcome
Ms. Barrett welcomed everyone to the meeting.

III. Comments from the Public
There were no comments at this time.

IV. Specification of Other Items to be added to the Agenda
There were no new items at this time.

V. Approval of the October 12, 2009 Minutes
Ms. Barrett asked for corrections to the minutes. Item XIV needs to be changed to say that "part of the article was read to Board members".

On a motion made by Mr. Hale and seconded by Mr. Walters the October 12, 2009 Board Minutes approved as corrected with one abstention from Ms. Dickey.

VI. Executive Director’s Report
See previous month’s packet.

VII. Personnel Committee
See November’s packet.

VIII. Finance Committee
Mr. Brown summarized the FY10-11 Budget Revisions. The committee recommends the acceptance of the Revised FY 10 Budget and the FY11 Proposed Budget. The budgets were approved.

The committee has asked staff to collect information for review to determine how the budget crisis is effecting services. This information will be presented at the next Finance Committee meeting.

IX. Public Policy & Advocacy Committee
The committee is continuing their work with Ms. Maltais. The NBC29 interview had to be rescheduled, but has happened. The committee is asking for input on the pieces that will be made. There is a 30 second spot on T.V. and a longer clip that will be made for Youtube. Any suggestions or input should be sent to either Mr. Mathews or Ms. Maltais.

X. Fundraising Committee
Letters will be mailed out about a week after the 40th Anniversary Celebration. Please let Mrs. Shaw know if there are any additional names that letters should be mailed to.

XI. VACSB Update
The primary message from the most recent meeting is the awareness that there are no new dollars that are likely to be found for our services during the coming legislative cycle. Despite that, this session will provide a great opportunity to educate new legislators on our system, services and needs. The legislative agenda for the VACSB is being worked on and will be voted on at the VACSB Board of Directors meeting Dec. 9th. In light of the very serious VA budget implications it is not known what the future holds for funding.
