I. Call to Order
Mr. Szakos called the meeting to order at 6:00 PM.
II. Welcome
Mr. Szakos welcomed everyone to the meeting.
III. Comments from the Public
There were no comments at this time.
IV. Specification of Other Items to be added to the Agenda
There were no new items at this time.
V. Region Ten Survey and Evaluation Presentation
Karen Rifkin and Jane Lewis presented a history of Region Ten’s survey and evaluation process through a Power Point Presentation. Some of the surveys and evaluations are now housed under Ms. Lewis’ Center of Excellence (Quality Improvement and Standards).
On a motion made by Mr. Stern and seconded by Ms. Barrett, the board will reconstitute the Data Committee to work with staff to determine what data the board would want reported on a regular basis through the new PCE system. The motion was unanimously approved.
Mr. Stern will head the Data Committee. Those interested in volunteering with this committee should speak to Mr. Stern.
VI. Approval of the September 8, 2008 Minutes
Mr. Szakos asked for corrections to the minutes. On page 3 at the top, eliminate the duplicated words.
On a motion made by Ms. Johnston and seconded by Ms. Hammond, the September 8, 2008 Board Minutes were approved as corrected with one abstention from Mr. Hale.
VII. Executive Session
Ms. Barrett made a motion that the Board go into closed session in compliance with Virginia Code Section 2.2-3712 for the purpose of discussing personnel matters. Ms. Samuels seconded the motion. The motion was unanimously approved.
VIII.
The board returned to the meeting from closed session. Mr. Szakos read the following: The Board hereby certifies as follows in compliance with Virginia Code 2.2-3712D that to the best of each individual board member’s knowledge, only public business matters lawfully exempted from the open meeting requirements under Code 2.2-3711 were heard, were discussed or considered in the closed meeting. To the best of each individual board member’s knowledge, only public business matters as identified in the motion by which the closed session was convened were heard, were discussed or considered in the closed meeting. Mr. Gouldman, yes; Ms. Barrett, yes; Mr. Stern, yes; Ms. Hammond, yes; Ms. Dickey, yes; Mr. Mathews, yes; Mr. Hale, yes; Ms. Samuels, yes; Ms. Johnston, yes; Mr. Kelley, yes; Mr. Szakos, yes.
On a motion made by Mr. Gouldman, the board is asking Robert Johnson to meet with Attorney John Davidson, to take the October 13th budget reduction plan as amended during our discussions tonight: four positions being frozen instead of eliminated; five positions having to do with Medicaid will be frozen, then two additional positions being dealt with in some manner that Mr. Davidson recommends to accomplish the board's wishes that have been expressed tonight. Those recommendations from Mr. Davidson will be considered by the chair acting on behalf of the board. Mr. Kelley seconded the motion. The motion was approved with one nay from Ms. Johnston.

Remaining items will be tabled until October 27, 2008 at 6:00PM when the board reconvenes.
On a motion made at 9:07 PM by Mr. Stern and seconded by Ms. Hammond, the October 13, 2008 Region Ten Board Meeting was adjourned.
